The Town of Valleyview is taking important steps to ensure the long-term sustainability of our water, sewer, and drainage systems. Beginning January 1, 2026, a new Infrastructure Replacement Fee will be added to monthly utility bills.

This dedicated fee will help build reserves for replacing aging underground pipes and drainage systems, reducing the Town’s future reliance on borrowing, emergency repairs, or sudden tax increases.

The need for this fee was identified in the Town’s 2018 Infrastructure Assessment Report, which estimated more than $1.3 million annually is required to properly fund replacement of water, sewer, and storm infrastructure. Current reserve levels are far below this target, meaning without action, the Town would face growing infrastructure deficits.

To make the new fee manageable for households and businesses, Council has approved a phased approach. The fee will be introduced gradually over four years:

  • 2026: $8.35 per month

  • 2027: $16.69 per month

  • 2028: $25.04 per month

  • 2029 and onward: $33.39 per month

The fee is based on a “user pay” principle, with each portion going directly toward the service it supports:

  • $14.79 for water infrastructure (applied to all water accounts)

  • $9.25 for sewer infrastructure (applied to all sewer accounts)

  • $9.35 for drainage infrastructure (applied to all utility accounts)

This funding model assumes that the remaining infrastructure costs will continue to be supported through provincial and federal grant programs.
