Water License & EPEA Approval – What’s Changing (Plain-Language Summary)

The Town’s approval have been amended to strengthen drinking water quality controls and monitoring.

Why this amendment?

To ensure our treated water continues to meet the Guidelines for Canadian Drinking Water Quality (GCDWQ), especially for disinfection by-products like Total Trihalomethanes (TTHM) and Total Halo Acetic Acids (THAA)

Key Requirements and Timelines

  • TTHM reduction plan:
    • By January 1, 2026, the Town must submit a complete upgrade application.
    • The Town must be in receipt of an approval amendment before starting upgrades.
    • Upgrades must be completed by January 1, 2027 (unless otherwise authorized by the Director
  • If drinking water guidelines change:
    • If a new/revised MAC (maximum acceptable concentration) is published and the system couldn’t meet it, the Town must apply for upgrades so the system can comply within five (5) years of the new/revised guideline

Monitoring Updates (THAA)

  • Every three (3) months, the Town will collect four (4) THAA samples within a 24-hour period at designated points (entering the distribution system, random locations, and an extreme end).
  • If results at the same location remain below the MAC on a running annual average (previous 12 months), monitoring may be reduced to a minimum of one sample (extreme end) every three months.

Parameters table (what we test for)

The approval updates the list of parameters for treated water. It includes physical, inorganic, and organic substances—plus secondary indicators such as ammonia, chloramines, total organic carbon, and others. This aligns our monitoring with current GCDWQ.
